Emergency and disaster management briefing for July 8, 2016: A group of snipers kill five Dallas police officers during protests, police shootings in Minnesota and Louisiana shine a spotlight on racial relations in the U.S., Super Typhoon Nepartak makes landfall in Taiwan, and parts of the Midwest get hit with severe flooding.

The explosion occurred on a commuter train in Taiwan’s capital. Police [link url=”http://abcnews.go.com/International/wireStory/explosion-taiwan-train-injures-21-people-40411022″ title=”found an explosive“] approximately 15 to 20 centimeters long inside of a black backpack that they believed caused the blast. Authorities are still investigating the incident.
