Emergency and disaster management briefing for August 21, 2017: Ten soldiers are missing after a collision involving a U.S. Naval ship and a commercial tanker, two police officers in Kissimmee are dead and four others are injured following police shootings in Florida and Pennsylvania, as people prepare to view the solar eclipse, officials urge caution regarding eye damage, Spanish authorities expand the search into France for a suspect involved in Thursday’s terror attack, a free speech rally was cut short Saturday by counter-protestors who clashed with police, the Philippines has identified the H5 strain of the avian bird flu in another province, Hurricane Kenneth forms and rapidly strengthens into a Category 4 storm, and seven people were injured when a Washington, DC metro bus crashed on Sunday.

Five soldiers sustained non-life threatening injuries, although four of them were transported by helicopter to a hospital in Singapore. It was one of three cases on Friday night in Florida and Pennsylvania in which a total of six law enforcement officers were shot. Officials are also cautioning gazers about the dangers of viewing the eclipse without the proper eye protection, which can quickly lead to permanent eye damage, including partial or total blindness.

Authorities in Spain have [link url=”http://www.foxnews.com/world/2017/08/20/barcelona-terror-manhunt-for-suspected-van-driver-expands-to-france.html” title=”expanded the search into neighboring France for the driver of the van”] involved in the terror attack in Barcelona on Thursday. Authorities found three vans in relation to the Spanish attacks that were rented using the name of Moroccan-born Younes Abouyaaquoub, 22, who officials allege is the suspected driver of the van that killed 13 people and injured 120 others. Counter-protestors, some of whom were dressed entirely in black and had their faces covered with bandanas, also allegedly threw rocks at police during the clash.   6. Just seven days after authorities confirmed the presence of the H5 strain of the bird flu in Pampanga, another province in the Philippines has been found to have the same strain. The H5 strain has been [link url=”http://www.thestar.com.my/news/regional/2017/08/19/bird-flu-virus-slips-into-another-philippine-province/” title=”found in at least two towns in Nueva Ecija”], about 32 kilometers away, and affected more than 307,000 chickens, ducks, and quail. In Pampanga, a 7 kilometer quarantine zone and surveillance area were established, [link url=”http://abcnews.go.com/Health/wireStory/philippines-cull-400000-fouls-bird-flu-outbreak-49152853″ title=”while officials ordered the culling of  200,000 birds within one kilometer of the farm”] where the disease was identified in order to avoid spreading the virus.

Its central pressure was 952 mb and the hurricane had [link url=”http://www.nhc.noaa.gov/?epac” title=”sustained winds of at least 130 mph early Monday”], which could increase further before possibly weakening toward the end of the day. The hurricane currently poses no threat to land. This reportedly caused the driver to lose control of the bus and strike several parked vehicles in the area.
